The Skills Development Act 97 of 1998 is a cornerstone of South Africa’s strategy to uplift its workforce through structured learning and training. It empowers employers, employees, and training institutions to collaborate in building a skilled, inclusive economy.

All registered employers with an annual payroll exceeding R500,000 must submit their Workplace Skills Plan (WSP) and Annual Training Report (ATR) to their relevant SETA by 30 April each year. Timely submission ensures access to mandatory and discretionary grant funding.

- Support for Transformation: Promotes equity and inclusion in the workplace.

SETA Requirements:
The core requirements across each SETA’s include:
- SDL Registration:Employers must be registered with SARS for SDL.
- WSP & ATR Submission:Detailed plans and reports outlining training initiatives and outcomes.
- Training Alignment:Programs must align with SETA priorities and scarce skills lists.
- Accredited Providers:Training must be conducted by accredited institutions.
- Evidence of Implementation:Proof of training activities, attendance, and outcomes.
